I was able to find the beta iOS 13 and download it to the new XS MAX. My backup from the 8 plus was iOS 12.3.2 and it was able to use my back up on the XS max once I had the ios13 on it. I didn’t have to download all my apps again. It was a relief. I suggest trying that.
